LOGLINE:

After a thirteen-year-old is found dead on the side of a highway, a resilient DC cop will help lead the investigation to find a phantom killer who has just started his reign of terror.

SYNOPSIS:

Pilot Episode:

In April of 1971, as protests took over the nation's capital, Detective Romaine Walker and the rest of the Metro Police Department were given orders to ignore all calls that were made in the city in order for them to patrol and control the tens of thousands of protesters set to arrive to let their voices known and how they felt about the ongoing war.

Detective Walker, one of the first women detectives worked her way up the ranks of the department due to her dedication to families and was found to handle violent situations with children because she was not yet a mother nor married when she was promoted. She is respected for her tenacity and iron stomach among her male peers.

But as she and other patrolled the streets, sometimes dealing with yelling and rowdy protesters, a more sinister act was happening across town. As thirteen-year-old Carol and her family watched breaking news about the protest on the television, an innocent trip the store for her older sister as her mother visited family will be the beginning of a case that will consume Walker.

After Carol's family searches the neighborhood, empty lots, etc. The family hopes for the best not knowing that Carol is being held in a dark basement not to far from her house. The killer tortures her over the course of a few days before he finally violently rapes and kills her. After six days, kids playing by an abandoned hospital find the body of Carol.

As Detective Walker and her colleagues investigate the scene, they notice the extreme violence that was inflicted, including the bruising to her face and ligature marks around her neck, cause by the underwear tucked under Carol's head. As they examine the body that beside the bruising that the body seems to have been cleaned. In a strange twist, the shoes that the victim was said to have been wearing in the report are missing.

What seems to be a random murder is just the beginning of terror that will take over a neighborhood and uncover attacks that have been happening all over the city. Walker and the Metro police will be on the search for what could be the city's first serial killer.
