Streaming giants will be subject to video-on-demand code

Whilst I was initially happy to see this Broadcasting Code for streaming services, it does come with serious limitations:

“However, Netflix, which has a European base in the Netherlands, is not regulated by Ofcom but instead by the Dutch media regulator, the Commissariaat voor de Media.”

I wonder how this constraint with Multi-National companies like Netflix can be addressed? It does seem beyond the purview or reach of the Nation-State.
