Unproductive spending of taxpayers' money

I would like a comment from those who like me live in some country where taxpayers' money is spent on film production. In my country the situation is like this.

After the Swedish Film Institute started, movies from USA have a larger market share in Swedish cinemas while Swedish movies have a smaller market share. Paradoxical, because the Swedish Film Institute is supposed to support Swedish film production.

Swedish filmmakers emigrate to USA.

For Swedish movies, good and bad movies on average sell the same number of cinema tickets.

For us who create movies without using the taxpayers' money, it is often hopeless to arrange a cinema distribution.

A fair minority of Swedish no-budget movies are in English. When it is so difficult to distribute here, it is logical to create for the export market.

Is it the same in your country?

Alright, I can tell one good thing with the situation in my country. In many countries, there are people who advice screenwriters to do something which in all probability will not work. While the Swedish Film Institute gladly answers in such a way that it is clear whom will never receive any money from them.
