This is an interesting, if not depressing read and it seems to me that the elephant in the room is not addressed - that is, the need for investment, not from government schemes, but from HNW individuals.
As far as I'm aware, there is no tax incentive focus in this paper for private HNW individuals and the need to educate such individuals in making investments into film . The only focus, sadly, is on government funding, when what we need is a thoroughgoing review and dare I say it, education for those HNW investors, so that they can understand the potential of such activity. The findings in this paper would suggest that the EIS programme (Enterprise Investment Scheme) is not fit for purpose.
My fear is that if the UK film industry continues to rely on government funding, then we will see the demise of that industry and to use my much flaunted phrase, it will become (or already is) 'a cottage industry'. Not to mention that governments can't resist the impulse to control the cultural narrative!
