I have two scripts that I wish to pitch via query letter. One is a romantic comedy, the other is a revenge driven drama. Is it proper to pitch both scripts in one query letter?

Only if the person you're sending the query to would be looking for both genres. I'd say target who you're sending your queries to more specifically and send one great query only.
