I think you should try all of the above.
post everywhere and build a crew. Get resumes. Talk, make friends. WE all need friends. discuss expectations. film, edit, make, deliver.
Hey David, good luck with your project! Have you thought of directing yourself, for me if you wrote the project you need to find someone who is able to share your vision of it, any of the options you mentioned are valid, as it was already mentioned here.
