I recommend learning as much as you can while you live in your home town so when you can make a move to a bigger city, you're ready to hit the ground running. You can also look into voice acting - most jobs have you self submit your voice tracks so you can literally work from anywhere.
I know that feeling, Im in a awful little town in the UK.
That sentiment is how 3/4 of Los Angeles came to be populated.. save up and move like the rest of us!

Try local colleges/universities and do their student films. That helps you learn and network. Resume builder too!
