So I'm aware that proxy editing is essentially working on 4K footage while it's 1080 and exporting it back out as 4K but I've heard that taking a 4K footage and resizing to 1080 and exporting it at 1080 gives great results in regards to quality. Why is that? Or did I hear wrong?

Well, it's more of a hardware issue. I wouldn't have the computer power to edit raw 4K files to begin with but of course would still want rich quality with my projects.
