Clearly states a time period for a training exercise. Why all the fuss? It's doesn't read as they are asking to permanently close part of that area.
As such, it is not really a big deal, but if you are planning to film in the area in August, it will be a problem. This is informational in the sense that it will help those plan ahead just in case.
