Bialy/Thomas handles the LA casting. Fincannons handle the Southeast casting of principal roles. I didn't think they were still in production for this season, but if so, you should reach out to one of their offices. Sometimes for specific requests like these, you'd see something public on either FB or Twitter, especially if they can't find what they're looking for through the normal channels of agency submissions.

Hi Jasun! I would recommend checking out the actors on the network Freeform for the show Switched At Birth. They have a numerous amount of deaf actors.
