well there's a sensible reason for it, Mini-majors and Indie Production companies have a finite amount of $$$ and also have a certain budget range or budget cap. Veteran Indie filmmakers understand this so we will always have a budget to go with the script and as well know which companies to submit it to, based on the budget. In other words we can answer the question "What is the Budget?" With Major Studios its not about the budget as they have bottomless pockets and
often their big budget movies go over budget. Their concern is totally with script, director and talent, and they'll pay what it costs. One very good reason for an Indie Producer/Director to have a budget done is the Professional impression you will leave with the investor or production entity. Good luck!
