This is a fun question. Ok, here's my recipe.
Ingredients
1 part unlimited budget
1 character based on someone I've met
1 part anything goes
A pinch of genre relevance
I mix all that together and bake it in an idea for a few months then voila, script.

100 ideas, select the one that is best. Outline, and re-outline until the story is solid. 5 pages a day until it's done. 100 ideas for script #2, select the one that is best. All of the above until it's done. Rewrite script #1. 100 ideas for script #3, select the one that is best....

Marinate the idea in creative juices (about a week)
Slice the idea into thin, easy to handle pieces

Roll in angst and insecurity for several months
Bring to a boil, stirring constantly
