You may want to start with a "Resource Inventory" and start with your human resources. Who would be willing to work on your film? What equipment would they be willing to use as part of that bargain? Then look at your film - what does it require? If there is anything extra the film needs but you don't have, is there a way to change the script? If not, is there a way to borrow what you need from a friend? The more you can do for less, the more likely people will give you money for what you need because you spent it on only what was absolutely necessary.
Otherwise, consider applying for grants for that film. It's a great way to ensure you cover the cost of those extra little things that make everything you do look professional (lenses, sound mixing, color correction, etc.). I hope that helps!
