If you want Netflix to produce it, then you'll need to develop a relationship with a literary agent, producer, manager, or other high-level industry insiders who have a pre-existing relationship with Netflix and will pitch the idea to them. They don't take unsolicited submissions. That's also the case if you want to produce it independently but have Netflix finance it.
If you mean you want to produce it yourself (or have another company produce it) and then for the series to be made available on Netflix, then once your series is completed, you'll need to partner with a distributor who is in a position to pitch the show to Netflix.
In both instances, you'll need to work with people who have an association with Netflix, rather than being able to work with them directly. To be able to pitch directly to Netflix, you'll need to build a strong track record first, or get staffed on a Netflix show and build your reputation internally.
