There's a few different ways to get an agent. One of my favorite is Actors Access allows you to pay a fee to send your profile to agents and managers in your area. Another option would be to submit your materials via email through the reps website or you can have one of your actor friends to write a refferal to their reps. Also, La Casting has an option on their website you can choose from for reps to find you.
Another way some people get introduced to reps is through acting coaches. Well-established and respected coaches in the industry have great relationships with different reps and if you're someone that stands out in their class, they'll sometimes submit your material or write a referral. I worked in Talent Management for a number of years and most of our client list were people referred to us by an acting coach that we knew and trusted.
Referrals are definitely the best way to meet agents and managers. Networking here on Stage32 and meeting fellow performers is great, but also partake in local theatre, acting classes etc and meet fellow performers there. Forge genuine connections and see if they can introduce you to their agent.
Also, there is the old fashioned way of blasting your demo reel and headshot to agent lists! Research the agents in your area (using IMDB Pro) and contact them via email. Write a short concise outreach email introducing yourself and why you'd be a good match with them and then send it out. When I was starting out this is how I signed with my first talent manager.
