You could post the logline and synopsis in the Logline section of your profile, Hugh C.N. Miller. Producers, directors, etc. search for projects on here.
You could also get a pitch deck made for the mini-series. That could help you pitch your project to producers, etc.
And you could post in the Authoring & Playwriting Lounge, asking what other authors did to get their books made into movies, shows, mini-series, etc. (www.stage32.com/lounge/playwriting).

Since it's a book, a good, solid logline would help as Maurice pointed out. I know studios do have book scouts working with publishers. Your story sounds very interesting and made me think of movies like A.I., Blade Runner, and Terminator Salvation.
