What do you mean "suspicious activity" ? Your question isn't clear. Expand the thought, question so we can (hopefully) answer.

If you run into someone who can offer to help but for money.

This is vague and not enough details. As a writer you may have to pay for the creation of a shooting schedule and budget, or the producer can pay for these two items. Ideally the producer does (however, it's becoming the new norm for the writer to pay for this). So what type of "help" do you make reference to for money?

Kevin, your question was already answered with an explanation about how, when agents and managers are paid. You don't pay them.

But where should the fake agents or imposters impersonating celebrities be reported.

If you meet them here on S32, report them to S32. Outside of this, there's no place to report them that I know of. If anyone here on S32 has input, please share!
