Acquiring a Screenplay from a First time Producer

Last Thursday a Producer friend of mine read a screenplay from a finalist from the 2012 New York Screenwriting Contest and loves everything about the script but the thing is they've just started venturing as Producer and with their feet barely in the water just found out it's WGA Registered and is being submitted for Canadian funding selection. The writer doesn't have an agent either. What does a Producer do when they want to produce a script and wants to acquire it but barely has the funding to acquire the script? How does a Producer seek funding for the script? I need answers!

i don't know how you do it in New York city , but here in Afriaca , you buy rights from writer first thing , if you don't have cash at hand , you can find relative deed for aggreement , i guess you know why we pay double or tripple for a car bought on hire purchase , once you own it , then the next step is mobilising for funds and hiring people , that production process . if you don;t know how they ask for funds , producers go begging from those that have it or do business with those interested in investment , its either way . note not all films can succed in begging or either way , as you a producer you must see where the movie belongs before you make a decision . so that you can know where to ask for funds . please be critical on [market ] the movie might be interesting i mean its writting craft very good , but marketable content zero . that's not worthy a look after . you don't have to bu y and keep in drawer at office suit , you need to buy sell , retain investment and earn profits whether you beg or made business . i wish you the best of luck .
