Look up 'withoutabox'. They have 1000's of film festivals listed. Break it down to what you have produced- horror, rom-com, thriller etc.- they have categories. You can save money by submitting to festivals during their early bird deadlines rather than paying the higher fees for late deadlines. Research local film festivals on the interenet. Some Film Festivals have specialized categories for locally produced works which may mean cheaper fees, lower submission costs and a better chance that your film will be accepted.
I agree with Randy Brown. Go onto Withoutabox.com. That is the #1 Film Festival site around the world. They will let you know the qualifications you need to meet. Most of the time I don't think they have a "Low budget" short film festival.
Hey Jacqueline, I have submitted a few films through withoutabox and do not get bombarded EVERYDAY. In fact, sometimes I find out about possibilities when they are at the late deadline and cost more. Remember, it just takes a sec to delete an unwanted email.
try www.shortfilmdepot.com , once they accept your upload, you can start to submit your film to any festival you like for free , there , quality of your work and duration are the main issue , whether low ,big or zero budget its non of thier problem , a film of less than 30 minutes is their most preference , though there some festival that go upto 40 minutes . good Luck Julian ,

How much money have you set aside to festival fees? That is a good way to narrow down which festivals you will choose.

It is really hard to know where to start, and to understand which curators might like your work. There are so many festivals now.
