Best state film incentives

Looking to do some location scouting for a feature Im going to shoot in the next year. I've done some research on incentives and whole I consider myself a pretty bright guy (name says it all), I can't really differentiate. Can anyone dumb it down for me? Make recommendations? I'm looking at PA, MI, IL, FL, NY right now. Any help would be greatly appreciated.

Louisiana has the best incentives at the moment. I think it comes to 20% of film costs in tax breaks.

Pennsylvania has a great incentive: 25% tax credit, which was just reapproved for this year. The Pittsburgh Film Office has a good overview here: http://pghfilm.org/incentives.jsp, and they can answer any questions regarding state incentives and Pittsburgh specifics. I may be a little biased (Pittsburgh-based actor and writer), but I think Pittsburgh in particular would be a great option for you. There is a wealth of locations that can stand in for just about anywhere, and the local crews are hugely talented. Recent releases shot here include Jack Reacher, Promised Land and The Dark Knight Rises, among many others. Good luck with your feature!

New Mexico and Louisiana have the best incentives (25% and 30%, respectively) and they've been doing it the longest. Others that are solid are Georgia, North Carolina, and Illinois.
