Any freelance site.... elance, freelancer.com, fiverr.com etc You have to be creative. The more creative you are at looking for work the more likely you are to find work (some times lots of work) that everyone else is missing. Good luck! :)
I've hired voice talent from Odesk.com. I actually don't hire VO talent any other way. But you can also get listed on Actor's Access as a voice artist.
