I have no acting experience. I'm in the Navy and really want to pursue an acting career and modeling but I have no idea where to start. I plan on going to acting school but any advice would be AMAZING. Thank you.
A great place to start an acting career is with some acting classes. So you already have an idea of where to start. Once you take a class or two you will meet other actors who are walking the path. They will help you understand the things you need to do; like head shots and auditions.
I agree, acting classes will definitely help you out, both now and in the long run as far as connections. I also suggest doing more improv and taking other classes such as dance or even meditating. It sounds weird, but other skills helps you build character and stay present. For instance, there might be a call for actors who can also dance, sing or other talent. I see you are in the Navy, believe it or not, the skills you learn there helps you out in the civilian world. The more skills, the better oportunity. What ever you do, do it with passion.
Get yourself a camera and start making things! It will give you so much experience both in front of the camera and behind you will develop quickly (its really easy to tell when you have a bad take). Also, watch movies! Watch lots of movies! You get the best performances in your hand to learn from.
See if you can connect with any performance opportunities in the Navy. I know it sounds odd, but the Navy's Department of Public Affairs uses on-air talent. See if you can connect there. Or as a liaison with the USO.

Acting classes should be first on your list. I don't know what the Independent film climate is where you live, but if your willing to work for free - Indie and student films are a great way to hone your chops and build a nice reel in the process.
