Call me computer illiterate, if you want, (even though I trained as a computer programmer in and around 1987!) but I have never tried to use Skype and have a pretty stupid question. I cannot use Skype without a video cam, correct? Also, is there a subscription or fee associated with Skype services?

You can use Skype without a webcam. You will see and hear the party you are speaking with, but they will only hear you.
No fee associated with Skype unless you call land lines.
