Yes, when you shoot on green screen, it is all in the way you composite. You can also use forced perspective.

If you film them up against a green screen yes, the more that is happening with them in the scene the harder it will be if you just shoot the scene. You will want to film a clean plate of your scene,...

You will want to film a clean plate of your scene, the actor in front of the green screen and then another take of everything else happening in the scene. Then with a little movie magic, compositing, and some crafty masking work, blam-o! Done!
