Project FUGITIVE COUGAR is a joint United States Special Operations Command/Defense Advanced Research Projects Agency black project based out of Area 51. They operate fighter jets equipped with artificial intelligences modeled on various celebrities. As part of the security, all of the pilots assigned to the unit are the screwups, whackjobs, and washouts of the military who are only there as an alternative to their original court-martial sentences and whose credibility is completely, totally shot should any of them go to the press and reveal what's going on. This includes Navy Lieutenant Jerry "Blackjack" Carswell, a screenwriter who is only in the Navy as part of a court settlement and it's more punishing to not dishonorably discharge him; Navy Lieutenant Susan "Banshee" Callahan, who broke her commanding officer's arm when he sexually harassed her; Air Force Major Wendell "Whiskey" Sauer, who has a drinking problem and accidentally strafed an elementary school while under the influence; Marine Corps Captain Dave "Raw Deal" Lourie, who should be grounded because of all the times he's had to eject due to an inexplicable and catastrophic plane malfunction; and Air Force Second Lieutenant Misty "Centerfold" Angel, who'd posed nude for Playboy. When they're not in the air acting as quasi-instructor pilots for the AIs, they goof off, banter, play practical jokes on each other, stage mock air strikes on nearby Nellis Air Force Base, and can only be kept in line with threats of losing their weekend passes...and then a Chinese carrier battle group destroys San Diego in a sneak attack, the Animal House antics suddenly disappear as they pull it together to repel a follow-up attack on Las Vegas.
