This begins a massive stock market crash that threatens to cripple Westland’s economy. Elijah Holland is planning something big. When the crash is happening, he is reading a newspaper. Regland is a country that owns land next to The Colonies. Jonathon Kleeper is a lawyer and general of the Kopotamia militia. He is laid up after getting shot in a duel. Andrew Winters, who is the general of The Colonies, comes to meet with Jonathon Kleeper to find out what is going to happen between the Chautoq Tribe and the military of Regland. They plan to set up a meeting with Regland to discuss the next course of action. Jonathon Kleeper feels as though it is strange that the Chautoq Tribe attacked Newmanstown because of their history as a peaceful tribe. There is a hint during the attacks that the same people orchestrated both. One of the men pulls out a tin of tobacco with an emblem of a coiled snake on it. Certain members of Westland want to move west, and this is an opportunity to start a conflict with the Chautoq tribe to take control of their land.
