A criminal, needing an entry point for his weapons and drugs, finances a Honolulu mayor's re-election campaign. Upon winning it, the mayor reneges on his deal. He is dispatched...replaced with his compliant deputy mayor. PATU must solve two seemingly unrelated events in order to stop the proliferation of weapons and drugs. Are they too late; does he reap his harvest?

SYNOPSIS:

ALI ASIF AFRIDI KHAN, a Pakistani arms dealer, requires that a construction project be awarded to his company in order to bring in advanced shoulder fired missiles within the cargo of gravel aggregate meant for the construction project. He finances the re-election campaign of Honolulu Mayor, MUFI CHAUHAN, in the hope that he will be awarded the construction project once Mufi secures his victory.

However, upon winning his re-election, Mufi reneges on his deal with Ali; preventing Ali from reaping the harvest. Ali contracts élite assassin, INTREPID, to despatch Mufi disguised as a terrorist act. Intrepid smuggles binary chemical explosives aboard the plane blowing a hole in the plane causing Mufi to be sucked out. To make his point clear, Ali, also takes out Mufi's family. This act garners him the help of the deputy Mayor who is afraid of facing the same repercussions as Mufi and awards the construction project to Ali.

PATU must now solve two seemingly unrelated events: Intrepid's terrorist act and Mufi's murdered family, in order to stop the proliferation of Ali's weapons that are smuggled from the Central Ordinance Depot of Rawalpindi located in Pakistan's Wah North West frontier. Ali's uncle and cousin run the complex. The weapons are sold to the Tablighi Jamaat Organization and the Muslim Brotherhood's militant faction, the IKHWAN. Both located in the US and who have no qualms about deploying them.

Ali also corners the market on prescription drugs by smuggling them in rice bags that are later sifted for the drugs in his drug warehouse and sold on the streets at cheap prices with twice the dosage, resulting in a large number of overdose cases.

To keep PATU off his case, Mufi orders a hit on ADÉLA CRESCENCIA LEOCADIA FLORES (PATU’s Liaison and Alex's girlfriend).
