When a problem youth becomes a problematic rookie cop he vows to crush a
delusional gang leader in a desperate fight to prevent the inevitable.

In a fictitious city near
Boston, two-year-old Bobby Miller laughs watching "The Three Stooges" on TV,
snuggled next to his mother, dead from an overdose.
As he gets older he
becomes Distant, strange and possibly "on the spectrum." Never able to connect
with anyone at a series of foster homes. His only companions are the characters
in his beloved movies and his speech soon becomes a series of movie lines. He
grows up highly intelligent, physical and fearless but unable to empathize or
feel like others do.
With some skepticism expressed by the higher-ups,
he gets hired as a police officer. He meets Sean O'Reilly in the police academy
and the two misfits become fast friends, expressing a dream to open a bar
together.
Unable to comprehend social norms, Miller soon faces
termination. To redeem himself, he vows to crush a vicious gang that's been
plaguing the city, known as The Sovereignty.
The gang consists of drug
dealers and thieves led by Cesar, an eccentric sociopath who insists he has
royal blood.
Miller scores a series of victories over the gang until
Cesar makes it personal and decides to fight back.
After a
questionable shooting of a gang member, Miller finds himself back on the
chopping block. Not helping matters is his best friend, Sean, is in a troubled
marriage and Sean's wife, Megan, becomes strangely drawn to Miller. She craves
the attention from Miller that she doesn't get at home and Miller reluctantly
gives in with tragic results, leading to the deaths of Sean and Megan.
Cesar turns up the violence volume threatening Miller's fellow
officers.
Everyone Miller has grown to care about is now dead or in
danger. His career is over and he's overcome by the guilt that he may be
responsible for it all. With nothing left to lose, he decides on a final
solution.
A showdown between Miller and Cesar's Sovereignty becomes an
epic battle scene. Dying from his injuries, Miller decides it's only fitting to
force his peers to finish him off.
His surviving friends conceive a
fitting tribute to the fallen pair: opening a bar in memory of Miller and
O'Reilly.
