Jake (aka "Griffin/Griffon/Gryphon") Griffith, ex-ATF field agent soon-to-be State Department rep, is being sent to Estonia's new International Library to meet his literary counterparts from an undercover intelligence community of 8 nations and find out that the aliens exist and an outcome of the failing negotiations to avert an all-out intergalactic war is pretty much in his hands.
