The town of Bell's Springs is drying up, jobs are long gone and the fading community is on the way out. In the last days of a community in decline an odd man appears. The vagrant, "Bell," begins looking in on the lives of the remaining residents, interfering just enough to finally lay the last of their secrets to rest and maybe free themselves of the ties to the rotting homes they've known.
