Not a template, but we should scower the interwebs to find one! After talking with several producers in animation this past month, nothing is more clear than "animation is different for everyone" LOL!
Also, it seems like what you need are line items, correct? A good place to start would be look at the credits of your comps. If you series is 2D with a production company in Korea and a 22 episode slate, like with Avatar: The Last Airbender, then look at the credits to determine who you have to hire.
