Can anyone suggest or give insight on what the average budget is for local television productions.

It definitely depends on whether you're looking for a 30 minute or one-hour show. I believe the length plays a huge part. I second @Lindsay, imdb sometimes post the estimate cost of tv shows and movies. I will check other sites to see if I can be of some help.
