Director looking for a character oriented screenwriter.

I'm a New York based director looking to develop an ensemble style script with a talented writer for low budget production. I've read tons of scripts and can't seem to find one that's right. The ideal candidate will be good at invoking emotion and intrigue through their characters while setting them in interesting situations. This would be an honest collaboration and my ideal partner would be just as interested in creating something new and just as hungry as I am. I have a good team to get us through production/post. im not committing to a genre at the moment. i'm looking to involve a writer from the beginning. my only constraints are that the characters/story be of a caliber that will attract incredible actors. so this means very deep and well thought out characters in situations that put them in the conflicts of their lives. this also usually means that each character must be edgy/cool in their own right even if they are troubled and/or a hot mess. i feel that the situation will be dictated by the characters with this approach but i'm open to any perspective that a writer might have.
