Should the names be capped on minor characters? I just read something stating the reader may think the character is going to be an important character if their name is capped the first time we see them, but it feels odd not to cap their name, regardless of how minor a role they play.

You always capitalize a new character, no matter how minor they are. But don't give them names unless they're important. If a waiter has one line "Here's your food", don't name him John. But introduce him as WAITER

In addition to the above, your protagonist, antagonist and any other major character may have a last name; if they have no hopes for an Oscar as best or best supporting actor/actress, they get just a first name.
