I am trying, without success, to find information on how to license the music to "Happy Days Are Here Again." It would be sung by a motley crew of characters in an ultra-ultra-low-budget feature film that will likely remain local or regional, but may be released on-line. Any leads would be appreciated.

Maybe try contacting the copyright office to see if they can be of any help? Alternately, perhaps the studio that produced it, if they're still operational?

I'm not sure if this is right. A quick Google said music publishing is/was owned by EMI Robbins Catalog. Another Google led me to http://licenseadmin.alfred.com/ImprintsList.aspx. They don't appear to license the rights you need, but maybe they can point you in the right direction.
