From my perspective, it really depends on the talent's niche/type, credits, market profile, location, etc. There's no "one size fits all" answer.
Hi Isaiah, I just finished an indie movie doing all the work myself from writing to self-distribution. Into press now. So I understand how you can push the learning curve, and get it done. Have to be very determined with perseverance to do it. And I'm supposed to be retired, but that's a joke - I am tired over and over again, but do it anyway. Look at ourdirections.org. And keep up your commitment to the craft! It's an awesome addiction..
You want to find an agent or manager that "gets" you. They need to be able to understand who you are, and how best to submit you in both the types you fit best, and the types where you can be the "thinking-outside-the-box" option. Also important that your reps are legit, so do your research. If in meeting an agent/manager something feels sketchy to you, listen to your instincts. They cannot ask you for money upfront. If they specifically tell you to go to a specific photographer and only 1 photographer for headshots, that's a red flag. These are the ones I can think off of the top of my head, but there's plenty more to consider when looking for reps.

Well, Actors Access has an monthly offer for actors seeking representation. You could try that. You can also do a search find out what agency is in your area and ask them about submissions if they accept submissions then got there directions on there submission process. So, there is some research involved. However, the end result is awesome and the knowledge that you gain is priceless.
