Michael, the answer to your question is that every screenwriter is a freelancer. My first scripts (freelance) landed me a gig in a staff writer's room (hated it). I don't think it's a sound career path but once you've made enough money (in an entirely different profession), you can afford to indulge your fantasy.
Most screenwriters are freelance. You are your own boss, and you do work for clients (producers). Many, probably most, readers are freelance. They get paid by the script (etc) and work for clients (producers).

I heard Craig & John on Scriptnotes say that they do a lot of uncredited freelance work. You get paid handsomely for it.
However, the reason it is offered to them is their existing careers. So for an unknown like the rest of us. There is no great paying freelance work.
