There are two points to their solution and the second, for me is the most exciting.

Clooney stated,

“We also are suggesting a bottom-up residual structure — meaning the top of the call sheet would be the last to collect residuals, not the first. These negotiations will be ongoing, but we wanted to show that we’re all in this together and find ways to help close the gap on actors getting paid.”

The SAG-AFTRA said "This generous concept is worthy of consideration, but it is in no way related to and would have no bearing on this present contract or even as a subject of collective bargaining. It is, in fact, prohibited by Federal labor law" (https://twitter.com/sagaftra/status/1715447819736367498). It's the sixth comment of the thread.
