The best way to improve your skills as a dramatic writer, short of actually writing all the time, is to read read read, especially the screenplays of those that are doing "it" successfully. I haven't had much trouble finding scripts online. Most will be shooting scripts. Spec scripts are few and far between, though I did find a spec of "The Shawshank Redemption" online.

Yes, but reading a great screenplay can teach you a lot about writing, writing, writing. You learn faster from good examples than from repeating what you've always done.
