Jeffery was born to a World War II-era career Navy man in Portsmouth, Virginia. At age three his family moved west, settling in Hayward, California where Jeffery spent his youth. Born with a major mobility impairment he was placed in a special education program that, in his words, "chewed through idealistic 22 year-old special ed teachers like a beaver through wood." He was among the first kids mainstreamed into "normaloid" classrooms. Those experiences, he says, are coming together in a feature film screenplay, entitled, "Crippled Wing."
Since then, Jeffery has been a disabled rights activist, a land use planner, and a technical writer and earned degrees in Political Science, Community and Regional Planning, and Economics.
However, feeling the need to get in touch with his inner creative demons, Jeffery has begun writing screenplays. He complains frequently about having too many ideas and "not enough damn time."
Crippled Wing Drama When five friends in a 1960s special education program learn they are to be split up at the end of the school year and sent to “normal” schools, they decide to make it a memorable one – by beating a rival team in an end-of-the-year baseball game.
