1) put a comma after "illegal" 2) frightened is redundant (newly-homeless implies it already and is a stronger descriptive) 3) take out "before they all get taken away" - So for me, it'd read "When a neurotic city bans orphaned animals, a newly-homeless house cat helps a motley crew of strays outsmart the mafioso feral fat cats who stand between them and a purr-fect new home."

To me, this is Isle of Dogs... but with cats. (good descriptions - "It's like X... but with Y")

Hey Phil seeing this has cheered me up. What a cool idea. I'm not a kid but already sucked into this and can't wait for its release. Heh Heh I'm a Cat Fanatic! I do agree with Brian that there must be a comma after "illegal." Your logline is great but my personal take would be

"A city declares stray animals illegal and a newly homeless cat, must help feral outlaws to outwit the executioners, before they all lose the chance of finding safety in a new home."
