I am the author of the book, The Man Who Murdered My Mother. I am looking to create Donna’s Law which would do away with the charge of Not Guilty by reason of insanity and make it Guilty by reason of insanity in New Jersey.
By having the Guilt attached to it, this gives the victims families access to information they would otherwise not be privileged to.
