A lot of broadcast companies like CBS, ABC/Disney, NBC, Fox, WB have free fellowships but I think all the deadlinesahve passed now. The Nicholl's fellowship is the big one for features but it's done until next year.
Forget contests. Produce them yourself. Produce what you can afford, and keep doing that. I've said it elsewhere, but if you look hard at all the contest winners over the years, very few (even Nichols) go on to have a career. The contests here on S32 strive to provide more tangible, long-lasting awards, but it's too soon to tell if it's working.
Bottom line, produce yourself. In the long term, it's an education, a reputation and a career.
Most paid-for competitions only result in the organisers getting rewarded. Some are incredibly expensive to enter. And, chances are, your script won't be picked. And even if it is, what then? You're not much better off than you were before you won the competition. Of course, there are exceptions. Coppola runs one each year which has a reasonable entrance fee. But a lot of the others "promise" but don't deliver.

I agree with John, but I like contests to see where I stand as far as quality of the script. It's good feedback but expensive.
