I regularly use Fiverr to get my covers designed. And have never paid more than $10-$15.

Lots of free resources out there. I was quoted £800 (mates rates too!) for a cover! Sod that! https://www.adazing.com/ also has a number of offers for their book cover creation templates etc. (I'm not affiliated in any way).
