I have finished writing a short film screenplay and I am ready to move into the next phase, not sure exactly what that is though. Recently my creative partner and I officially launched our film company and slowly we have been talking through the business side and hopefully growing our troupe by more than 2 people soon. Anyways, back to the original thought, I am hoping to find some like-minded artists to talk with. I am based in Washington, D.C.

Link with like minded crew and film it...even if it goes poor at the festival circuit, uwe got proof of concept to show people ure capable of making films, not just writing...
Past coupla of months iwe been doing commissioned feature. Script is ranked as great, but the director is not very experienced and has been advised to do some quality short films first to impress possible investors...so back to basics, this is how really film world works...worldwide...

Not sure what is your goal.
For example my college classmate wanted to be a director forever. He directed shorts in school, edited, PA'd on-sets, made reels to send to music video companies looking for directing work. Took him about 8-9 years after college to become a DGA union director. All the shorts and music videos he did is on a dusty shelf somewhere.
