your script should already be developed, script changes happen all the time during the development process but you should already have a well-developed story,plot ec. Im a conceptual writer so I usually know the world before the dialogue and even the characters fully. gotta mould out the world first because it will to some degree reflect on who the characters are. In my opinion, it's difficult to write characters that live in a non-existent established world
